New Business Assistance with NEIS

New Business Assistance with NEIS (New Enterprise Incentive Scheme) is an Australian Government initiative to assist eligible job seekers who are interested in starting and running a small business. New Business Assistance with NEIS commenced in 1985 and is currently the longest running and most successful self employment program in the country. New Business Assistance with NEIS can provide you with accredited small business training, business advice and mentoring, as well as ongoing income support for up to 39 weeks.

Turning your good idea into dollars

National College of Vocational Education provides its New Business Assistance with NEIS clients with a specialised small business management trainer who will help you put your business idea into practice. They will provide you with individualised assistance to help you achieve your goals, and will maintain regular contact with you to provide extra help if you experience any business problems or need other additional support. On the completion of your small business training you will be the recipient of a Nationally Accredited BSB42615 Certificate IV in New Small Business. We believe business mentoring and support is an essential component to ensure your business is a success. Our business mentors are people with proven business acumen and experience in small business, marketing, finance, accounting and other relevant business skills. Business Idea Application  

‘First we help you develop your business, and then we help you to grow your business’

As one of our New Business Assistance with NEIS participants you will receive New Business Assistance with NEIS business mentoring for the first year of operation of your business, including assistance and advice about organisational, financial and marketing issues to help you to successfully develop your business. This support does not end at the completion of your New Business Assistance with NEIS assistance, our door is always open for our clients. We will continue to support you and your business as it grows and your needs grow. Your New Business Assistance with NEIS mentor will meet with you face-to-face, electronically and in person as often as you want during the first year of operation. This will help you maximise the success of your business. If you need extra assistance outside what is suggested on the New Business Assistance with NEIS program, you will receive it. If you need support at any time with your business you will receive it. We are always happy to provide our New Business Assistance with NEIS business owners additional mentoring and support to ensure you have the best chance of getting your business off the ground.

What do you get from New Business Assistance with NEIS?

  1. Training in an accredited Small Business Management course;
  2. After completing this training and during which you commence your business you will receive an Allowance for 39 weeks of business operation. This Allowance is equivalent to the single, 22 or over, no children rate of Newstart Allowance, and is paid fortnightly in arrears, subject to you fulfilling your obligations under your New Business Assistance with NEIS Participant Agreement.
  3. During this time your Allowance is not be affected by income from your New Business Assistance with NEIS business. This differs from other allowance types provided by Centrelink which are means tested;
  4. You can also receive external income while participating in New Business Assistance with NEIS – that is, income from outside your business, such as from investments or other work, whilst you operate your business provided your external income is NOT greater than twice the basic rate of  Allowance in a given financial quarter. But remember your primary objective is your NEIS business;
  5. You may also be eligible to receive rental assistance, which is a fixed rate payment made to you for a period of 26 weeks from the date you first receive New Business Assistance with NEIS Allowance.

Note: Recipients of Disability Support Pension, Carers Payment, Parenting Payment (Single) and some Department of Veterans’ Affairs pensions can choose to remain on these payments while participating in the New Business Assistance with NEIS program.

Are you eligible?

To be eligible for NEIS you must:

  • Be at least 18 years old when you begin receiving New Business Assistance with NEIS Assistance
  • Be available to participate in New Business Assistance with NEIS training and work full-time in your proposed New Business Assistance with NEIS business
  • Not be an undischarged bankrupt
  • Not have received New Business Assistance with NEIS Assistance for a similar business activity, and
  • Not have received New Business Assistance with NEIS Assistance in the previous three years or fewer hours for those with an assessed partial capacity to work, reduced work participation requirements or who volunteer for employment services.

Your New Business Assistance with NEIS business must be:

  • not currently operating on a commercial basis
  • independent, capable of withstanding public scrutiny, and lawful
  • not based on the purchase or takeover of an existing business
  • established, located and operated solely within Australia.

Sometimes the government makes certain groups eligible for New Business Assistance with NEIS outside normal guidelines.

Steve’s time in the Police Force has enabled him to have excellent organisation and administration skills, negotiation skills. Steve’s skills enable him to work under immense pressure and get excellent results.

Steve has over 8 years’ experience with National College of Vocational Education and throughout this time he has been responsible for the day to day running of the organisation including strategic planning, human resource management, marketing, financial management, government liaison and government contract negotiation and contract management, policy development and implementation and complaint resolution.

Emma McComb

General Manager - International

Emma’s is an intellectual property professional and her experience spans a variety of different industries including Aviation and Aerospace, Defence, Biotechnology, Chemistry, and Education and Training.

Emma manages our Queensland operations as well as being responsible for business development and contracts across the organisation. Emma previously worked as Intellectual Property Manager for Airbus Group Australia Pacific where she was responsible for all aspects of Intellectual Property management including contract and licence negotiation, commercialisation, business development, training, contract management, dispute negotiation and policy and process development. She was also a Registered Patent and Trademark attorney from 2008-2017. Emma’s career variety has broadened her skills and knowledge and she is a strong advocate of career development utilising training and education.

Teaching has been Leoni’s passion since she was young. She began training at the age of 18 for NRMA and has loved teaching and training since her first day in the classroom.

Jill is our Training Director and she has worked in the Education and Training sector for  over 40 years and has been teaching in the VET sector since 1992.

In addition to her teaching career, Jill has also co-owned and operated an number of hospitality businesses. Jill enjoys being a VET trainer as it provides her the opportunity to make a real difference in peoples lives. One of her favourite motivational sayings is “Dream Big… Set Goals… Take Action”.
