Under the Queensland VET Investment plan, the government is focused on investing in skills that align with real job opportunities, boosting the skills of our existing workforce and creating more opportunities for those needing additional skills to compete for employment.
National College of Vocational Education is a Pre-Qualified Supplier (PQS) for the following QLD VET Investment Programs:
- QLD Certificate 3 Guarantee
- QLD Higher Level Skills
- User Choice (apprenticeships and traineeships)
For each of these programs, there are certain eligibility criteria that need to be met.
Certificate 3 Guarantee Program
This program provides a government subsidy to support eligible individuals to complete their first post-school Certificate III qualification. Further information about the Certificate 3 Guarantee is available in the Certificate 3 Guarantee Student Fact Sheet.
NCVE offers the following courses under the Certificate 3 Guarantee Program:
- BSB30115 Certificate III in Business
- BSB30315 Certificate III in Micro Business Operations
- SIT30616 Certificate III in Hospitality
- CHC33015 Certificate III in Individual Support (Ageing)
- CHC33015 Certificate III in Individual Support (Disability)
- CHC33015 Certificate III in Individual Support (Home and Community)
Information for Students
Student Eligibility
To be eligible for the Certificate 3 Guarantee program you must:
- be a Queensland resident;
- be aged 15 or over and no longer attending secondary school;
- be an Australian or New Zealand citizen or and Australian Permanent Resident; and
- not hold or be already undertaking a certificate III or higher level qualification (if you have completed a certificate III qualifications at school you may still be eligible – contact us to discuss further).
Fees
NCVE’s Certificate 3 Guarantee co-contribution fees are:
- $49 for concessional students; and
- $299 for non-concessional students.
Higher Level Skills Program
This program provides a government subsidy to support eligible individuals to access one subsidised training place in selected certificate IV level and above qualification. Further information about the Higher Level Skills Program is available in the Higher Level Skills Student Fact Sheet.
NCVE offers the following courses under the Higher Level Skills program:
- BSB42515 Certificate IV in Small Business Management
- CHC43015 Certificate IV in Ageing Support
Information for Students
Student Eligibility
To be eligible for the Higher Level Skills program you must:
- be a Queensland resident;
- be aged 15 or over and no longer attending secondary school;
- not hold or be currently enrolled in a certificate IV or higher-level qualification; and
- be an Australian or New Zealand citizen or and Australian Permanent Resident.
Special Requirements
- To be eligible for funding for the BSB42515 Certificate IV in Small Business Management you must be an owner, manager or employee of a small business in Queensland.
Fees
NCVE’s Higher Level Skills co-contribution fees are:
- $49 for concessional students
- $299 for non-concessional students
User Choice Program
The User Choice program provides a public funding contribution towards the cost of training and assessment for eligible Queensland apprentices and trainees.

General Information
Surveys
It is a requirement of all Queensland Government subsidised programs that you complete a survey upon completion, suspension or withdrawal of the training program.
Important to Note:
You can only access the Certificate 3 Guarantee, Higher Level Skills and User Choice subsidies once per funding type and as such it is important you choose the right course for you to take full advantage of this opportunity. It is important that you take the time to consider and compare your training options and costs prior to signing an enrolment form or committing to a course of study which will use up your entitlement under each of the programs.
Concession eligibility
Concessional student status applies when:
- the student holds a health care concession card or a pensioner concession card or is the partner or a dependent of a person who holds a health care concession card or pensioner concession card and is named on the card;
- the student is an Aboriginal or Torres Strait Islander;
- the student has a disability; or
- the student is an adult prisoner.
