Smart and Skilled is a NSW Government reform that gives individuals a valuable opportunity to gain nationally recognised qualifications through subsidised training. This program helps people develop the essential skills needed to start or advance their careers across a wide range of industries.

What Smart and Skilled Offers

Smart and Skilled provides eligible students with:

  • An entitlement to government-subsidised training up to and including Certificate III levels
  • Subsidised training for higher-level qualifications (Certificate IV and above) in selected priority areas
  • NCVE is a Smart and Skilled approved training provider.
  • This training is subsidised by the NSW Government, which determines the student fee for each qualification.

Eligibility Criteria

To be eligible for Smart and Skilled, you must:

  • Live or work in New South Wales
  • Be an Australian Citizen, Australian Permanent Resident, Humanitarian Visa Holder, or New Zealand Citizen
  • Be 15 years of age or older
  • No longer be attending school or equivalent

Concessions

You may be eligible for a fee concession if you are enrolling in a Certificate IV or below qualification and hold one of the following valid cards:

  • Commonwealth-issued Health Care Card
  • Pensioner Concession Card
  • Veteran’s Gold Card
  • Another card or eligibility criterion approved by the Minister

These concessions also apply to a dependent spouse or child of a cardholder. If you identify as being of Aboriginal or Torres Strait Islander descent, you are automatically eligible for a concession fee, regardless of the qualification level you choose.

Exemptions

You will not be charged course fees if you meet any of the following conditions:

  • You identify as Aboriginal or Torres Strait Islander (through descent, self-identification, or community recognition)
  • You meet the Smart and Skilled disability criteria (proof such as a Disability Support Pension or documentation from a medical professional is required)
  • You are a dependent of a Disability Support Pension recipient

Notification of Enrolment

Eligibility for Smart and Skilled funding is assessed by NCVE as part of our enrolment process. As a Smart and Skilled approved provider, NCVE will:

  • Collect the necessary evidence of eligibility
  • Obtain your consent for use and disclosure of personal information in line with NSW Department requirements
  • Use the Provider Calculator to confirm eligibility, credit transfers, RPL, fees, and applicable subsidies
  • Complete all requirements of the Notification of Enrolment process before training begins

This includes:

  • Generating and keeping a Notification of Enrolment Report – Provider Copy
  • Completing the enrolment process before your official course start date
  • Ensuring that your training activity data is submitted within 28 days of course commencement
  • Providing you with a Notification of Enrolment – Student Copy for your records

Recognition of Prior Learning (RPL), Credit Transfer, and Deferrals

Under Smart and Skilled, students may be eligible for:

  • Recognition of Prior Learning (RPL) for existing skills or experience
  • Credit Transfer for equivalent units already completed
  • Deferral options for current or upcoming study blocks
